Depends on how badly you want or need to practice. When I coached 8U/10U rec, I can remember thinking that anything below 50 was not fun and that we should do it another time. But if I've got a practice that I really think we need, or if I'm holding tryouts for a travel team, and it's getting late and I really need to get it done, then 40+ might do it.
My daughter has played two tournaments that I recall where the temperatures were in the low '30s at some point. In one, they played two early games, including one at 8 a.m., in that weather, but it was high-40s in the afternoon. In the other, just last fall, the temps never got above 35 all day, and it was windy, but they played two afternoon games (plus an ITB as the 'if' game) and there were no real complaints. They were inside or in cars between games. Not something I'd want to do on a regular basis, but it can be done.
