You can limit it to players who have college eligibility left, that would preclude pro players from playing!
I’m sure your daughter has friends at other Universities can she can contact on Social Media. You may even get some universities involved. The schools prefer to recruit players of known skill levels that they have saved a year or two of scholarship money.

You could even put together a tournament on your own. Maybe your company could sponsor. You need a facility with enough fields, umpires, and enough lead in time to allow formation of teams and to notify universities of the tournament.
Many 18+ teams don’t have coaches, the players themselves run the teams.

Closest at thing to a softball version of the Cape Code League is The Florida Gulf Coast league. It has pretty good competition and lots of players in the portal. They have some specific events to showcase the portal players.
