When do you walk?

I realize the TB season is coming to a close so this is probably OBE...but when your DD's manager is knowingly breaking the rules, admits he is doing it and will continue to do it until he gets caught, and the cheating has not helped win one game - when do you say enough is enough and walk? Because confronting him with it has only resulted in shrugged shoulders.

Is there actually an alternative? If so, then ASAP, but like screwball is saying, if everyone is like that, won't make much difference and next situation may have other issues.
