Umpire not calling the game by the rules and no protests

The rec league in our area is very competitive. We are small towns so it is like a highschool preview. All the teams have multiple travel players. They also have kids who have never even played before.

We played a team in our preseason tournament who added a travel ball pitcher from another town last minute. Not technically cheating, but not really right either for this league.

When we played them they hit almost everyone in our lineup. Our pitcher alone was hit 3 times. The umpire did nothing even though our league only allows a pitcher to hit 3 batters before being pulled. We ended up beating them by 9 runs mostly from dead balls. The next week we played them again. Our team was set on enforcing that 3 hit rule. Pitcher illegally pitched "start stop" 5 times(never called) and she hit 3 people the first inning. They told the ump it was 3 and she threw off her mask and stomped to the dugout. She came back later to catch and was shoving our players out of the box to run people back who had maybe a 2 ft lead off. There was no reason for it. Just bad sportsmanship. Umpire said nothing. We were tied the last inning bases loaded with 2 outs and they changed their batting order. The run came in and our score keeper went and said hey that isn't the right batter. The other team claimed the girl on our list was never in the order, yet she was...so yeah sometimes you have good umpires. Sometimes you have ones who could care less about giving everyone a good safe game. Gotta just move on to the next game. We have overall had lots of good umpires this season.

She started a pitch and stopped mid stride then pitched again. "Illegal pitch" It should be called a ball. The umpire was just letting her do it.
