Forced runner still needs tag?

Question about a call.
A forced runner ran to 3rd touched it and then stepped off the base towards the dugout. The 3rd basemen with the ball tagged the base basically at the same time the runner was running through and held the ball on base, the runner then came back and stepped back on the base. The ump called her safe and said she needed to be tagged to get out… is that right?

If she was safe on the force attempt at 3rd, she must now be tagged while off base to be put out. The only way a force situation can be reinstated is if a forced runner retreats back towards the previous base from which they were forced off of.
