USA softball sanction at the 12u All American Games...

Runners on second and third 1 out. Batter hits a fly ball to center and ball is caught for out number 2. Girl from third tags up and scores, girl on second never tagged up, so appeal was made at second base and ump ruled the third out. Does the run count?

Our coach who is a D2 coach said it was a dead ball play, run doesn't count. Umps ruled it was a live ball play run counts.

would college rules make the outcome different?

Appeal on what? If the appeal is runner on 3d leaving early, then the run cannot count. Or are you saying runner on 2nd just ran to 3rd without tagging up?

Sorry, the appeal was the girl on second that never tagged up and went to third.

Some of these comments are right, but for the wrong reasons.

The appeal of the runner leaving early at 2B (and yes, it MUST be an appeal) is a timing play. If the runner crosses home plate before the proper appeal at 2B results in an out, then the run does count. Given the description given here, it sounds like it is highly likely the runner did score before the appeal. Therefore, the run would count.

The D2 coach is likely thinking the runner leaving early is a dead ball appeal (i.e., an appeal after the play is over and before the next pitch) and just mis-stating his words.

A force play refers only to a runner being forced to leave their base and advance. It does not refer to something a runner is required to do.

Despite that, I recently heard the term "reverse force" applied to a runner returning on a fly ball. 🤦‍♂️ No. Just no. Do not ever use that terminology.

There is no dead ball involved in this unless time was called and the appeal was made as a dead ball appeal. Even then, the runner scoring still happened during live play and before the appeal; it is still a time play. D2 coach needs to have lunch with Aaron Boone so D2 coach looks smarter.

Ruleset does not matter on this. Same in all codes.
