USSSA 10u - Rules on Starting Pitcher being removed and re-entered at pitcher

Played a USSSA 10u tournament over the weekend. I have 11 players. I batted all 11 using 2 as AP's. When I removed my starting pitcher, the umpire informed me that if I wanted her to re-enter as a pitcher, she would be required to stay in on defense.

I can't find anything in the rule book that supports the umpires ruling, and I certainly didn't count on needing to keep my SP pitcher in on defense if I removed her. I only have 2 pitchers :).

Anyone know which rule the umpire is referring to? Thanks!

I still haven't heard from the National Rules person, but I did get a response from my State Director. He indicated the umpires ruling was incorrect.

His ruling would be correct for Little League rules.
