short stop always covering second on steal attempt?

Does everyone always have the short stop cover? In baseball if a lefty is up the short covers, if a righty is up the second baseman covers. With softball everything I've read says the short stop covers 90% of the time. Our team has been burned twice this week on this. Do you move the third basemen farther off the line to account for this?

We do have F4 cover 2B in some cases. If there is a dead pull hitter up we may have F4 cheating up the middle and will take the throws to 2B.
If there is a runner at 3B we may have F4 cover as a decoy or if we are making a throw down when slow runners are on base.
