What I noticed most, is that it is extremely difficult to see a leap or a crow hop at full speed.

I'm not sure what can be done, really, other than assign an umpire to specifically watch the pitcher's feet.

You are correct, there are times it is difficult to see. The ones I have the hardest with are when there is a 4 inch hole in front of the rubber in one spot on what I call the "Toe Diggers" They are tunneling down to China with their toe and makes it even more difficult to see if their toe is in line with the plane of the ground.

Also, there is an official that does watch (or is supposed to watch) every pitch for an illegal pitch. (EDIT: As it pertains to leaping and crow-hopping, etc) In all cases it's a base umpire, but dependent on how many officials are on the field and runners on, dictates which one watches. Obviously, in 2 man, it's easy to figure that one out. :
