While I have never seen this called, I remember reading in a rule book that getting HBP while in the strike zone results in a strike, not a base.

if the batter has 2 strikes, can this be the third strike or does it count as a foul?

Dead ball, batter out. ASA 7.6.A.2 - The Batter is out when the third strike is not swung at and the pitched ball hits the batter while the pitch is in the strike zone.

Same in all rule sets of which I'm aware.

And it's a strike, not a foul; if it's strike three, it's a K.

Yep, I've seen it happen. We played a poor school team, pitcher was HBP once already in the game. After the second time she stuck her foot over the plate, it was called a strike and she out, since it was strike 3.
