And yet they told the district it was to conserve water since the usage would go way down!

This is a common practice in some Latin American countries and we went through the reverse at one job. Some recent immigrants were sneaking into our office restrooms from the warehouse and we were ticked that they were leaving used TP on the floor. It took a while before we found out why. Signs were posted to flush it and bins were put in later for the ones that couldn't read.
