Are the transfer rules for D2 the same as D1. Is there a transfer portal for D2 ?

I might be wrong be I believe the transfer portal is one big database for all players. As far as the rule differences, I bet they are very similar. Best thing to do is contact the compliance person at the school and discuss with them.

Some differences in execution, but it functions pretty much the same. Do a Google search, and you can find the specific rules.
