We only have 2 "events" per week also (either 2 practices or 1 practice and 1 game). Where our all-stars get built up is our house+/select/bridge/whatever-you-call-it program. Basically in addition to regular rec play, girls sign up for Sunday afternoon interleague double headers. The rules are a little more challenging than house and the girls get a lot of extra reps. It raises the level of play a lot.
If you have other area leagues within driving distance, you can see about setting a program like that up. In our area different leagues pick the teams different ways. Some leagues have tryouts. Some just have a commissioner basically pick girls from among those who have expressed interest. Some just form a team by asking around.
Also sympathize with you on the baseball v. softball split. While we're a separate organization from baseball, I can't tell you how many dads spend all their energy coaching their son's baseball team and couldn't be bothered to even show up to anything softball for their daughters (and mom may skip to watch big/little brother's games).
