That’s one way of looking at it. The other is they are admitting they had a rule which was too difficult to enforce due to the limited cognitive function of most umpires….

Why they made the change to the rule is unimportant now. The sad truth is that the rule wasn't enforced properly or consistently. Does this solve the problem? No way. People will just argue that a girl is replanting now.
