I'm no umpire- I thought it was OBS because the catcher was camped out, blocking the plate anticipating the play and then didn't make the tag but interfered with the oncoming runner on her way to the plate. I don't think interference calls are ever B&W.
For my edification, in that play, does the catcher need to allow a route to the plate and then can close it off when she has the ball in her posession?
