Speaking ASA, there was never any BPF requirement.

The bat standard has not changed since 2003/2004. The testing methods have, but not the specs.

And to address your concern, there were no recommendations or proposals to change any of of the bat specs or standards. There were a few proposals that will probably be passed that add a bit more definition to the bat as it pertains to being altered.
