bunt attempt gone wrong

No count on batter that is attempting to drag bunt. Her barrel dips and the ball foul tips directly into catchers mitt. Should this be a strike or an out.
PU calls her out. Says its a distinction between swinging and squaring up... Im confused????

There is no distinction between swinging and squaring up. A pitch that hits the bat and goes sharply and directly to the catchers mit or hand is a foul tip strike, if it is 3rd strike then the batter is out. If there was perceptible arc to the foul, then they would be out but not in the situation you describe.
