I imagine because most D3 fields don’t have pitch clocks - although I’ve seen the violation called by umpires going by their watch.Why aren't these rules more strictly enforced. Same with the 20 second rule between pitches.

D3 also doesn’t have reviewable call challenges, either. At least not that I’m aware of.

Why punish the defense for an infraction by the offense or more specifically why reward the offense for committing an infraction? There are penalties described for a pitcher not delivering a pitch in time and there are penalties for the batter not being ready in time.IMHO, I would rewrite the rule so umpire gives a signal to the pitcher at the 10 second mark she may begin her pitch whether the batter is in the box or not. Then it is still up to the pitcher to deliver a strike to earn the strikeout.
