Every rule in the book with regard to lines is if the foot is touching or on the line, it is considered in. The only exception to this is the batters foot prior to the release of the pitch, their foot can be on the line but no part may extend outside the line.

Examples, batter on a batted ball, when they make contact if any part of their foot is still touching the line, they are in the batters box. Pitcher, if their feet are touching the circle line, they are in the circle. Foul line, if the ball is touching the line, the ball is considered in fair territory. Dead ball line, as long as the foot is on the line and not extending past the line, they are in live ball territory.
