This is far from a big issue, but when you use a courtesy runner for the pitcher and/or catcher does the last our rule apply to when they reach base or is it at the time you use.

Situation Pitcher gets a hit. Last our was a slow runner. Next batter is a jack rabbit who bunts P to second. Can you they use the jack rabbit as the courtesy or is it who was the last out when runner reached base.

Using the "last out" as a courtesy runner is generally a local tournament/league rule, so it would be up to each league/tournament you play in to make the interpretation.

For ASA or NFHS, a courtesy runner must be a player who has not participated in the game in any other capacity.
