Sloppy or purposeful if the Umpire allows any of that, no repercussion. Beginning with catcher positioning.
Catcher DAWDLING in baseline path never good. And then the rest.

This is again a situation where one umpire might rule this one way while another might rule it differently.

This may also be one of those situations where level of play, and the level of sportsmanship,
( being equal to each other)
comes into the Judgment of the Umpire on the field 🤷‍♀️.

And finally once people see umpires allow any of that snarky without repercussion then it will be allowed for the rest of that game and probably the next game where that umpire is umpiring again.

Prior to this play the game was going pretty good. You could tell they were getting pretty tense when they were down to a 16U team, but no jawing or bad plays prior to this. Once this happened it blew up fast.

What else happened later? Story time...

The run was allowed they went up by one run. The umpires called game because they thought we were still ahead. The girls all went and shook hands and were heading into the dugout and were then told to resume play. We got the 3rd out, and the next at bat scored the tying run. It should have gone to extra innings but the visitor books did not match home books and visitors had an extra run so a long conference was called between UIC then the tournament staff, finally the win was given to dream team. And their girls did a lot of jawing as our kids left the tournament. It was uncalled for and classless, but not unexpected with that team.

You and I see different things in regards to the catcher, was she positioned wrong at one point yes, but she moves out of the base path long before a runner approaches. The runner purposely slides into her to cause contact.

If you watch closely The Catcher dawdles And then does move in front of the plate but before the ball reaches her watch the catchers left leg and knee move back into the runner.
The catcher definitely involved herself.

imo the catcher could have been in a different position and body mechanics could have made a difference to avoid. whether she initiated the knee towards the runner on purpose irrelevant.
Bad positioning.

Not blaming one or the other for what happened, think they were both involved equally.

Do you think the catcher could have positioned herself better?
Prior to the play at the plate I think she should have been a bit further from the plate to allow the runner to cross. Once she moves up to set up for the throw she is in the correct position for where the ball was coming from. There was a clear sliding lane to the plate, she purposely contacts catchers glove arm.

The runner's feet stayed in foul territory.

Catcher moved her leg and knee.
Into a position to either be prepared to take Collision or to help create it.
