Illegal pitch?

PGF uses NCAA rules for pitching, NFHS for everything else. Interestingly, I saw a team take more than 10 seconds to get the signal off the plate, but never get called for that as an illegal pitch.

Thanks for discussion. Gets confusing between umping USA, DD playing HS and PGF.

As a fan I’d rather see this than the pitcher in our game the other night that legit took nearly a minute to deliver the pitch every time. Game was like watching paint dry
