20 plus years in auto-paint I would never use a corrosive household chemical on a paint finish! A helmet is no different. Most of these products will leave a oily residue that might hinder the new decal from sticking properly.
Apply blow dryer/heat gun to decal, once it warms up enough it should peel off. Any left over adhesive will come off with warm water & soap. If you have any problems repeat the blow dryer process.
**Last resort you can use 3m general adhesive remover cost like $6. It's actually made for stuff like this.

Before applying new decal clean off surface with diluted rubbing alcohol or a wax grease remover. These are common products used for plastic/ABS parts which are similar to a helmet.
