I thought they were redlined to a roster once you play in a qualifier or win a qualifier (can't remember which).

This is correct but a parent can get a player moved with a conversation to the commissioner.

In Arizona ASA JO FP, girls are tied to a roster when their team plays in a qualifier. Any such girls may be released and subsequently play for another team, but they may only play ASA championships at the level and class in which they played the qualifier that year.

Example: A team comprised of 11-, 12-, 13-, and 14-YO girls played on a 14B team and the team participated in an ASA Berth Qualifier in January 2014. Although the team entered as 14O, the qualifier was 14A division. In early February 2014, the team dissolved. Each of those girls must play at 14A in the ASA Arizona State and Western Nationals in 2014.

Local associations can establish roster change deadline(s) that occur prior to a team's roster being redlined. Here is an excerpt from Utah ASA's Code regarding team rosters.

ARTICLE 14: Team Rosters All players must compete in accordance with the rules and regulations of the Amateur Softball Association of America. All Junior Olympic players under 18 years of age must have their legal parent/guardian sign the Utah ASA Parent Consent Form before they are allowed to play for the referenced team in Utah ASA play. Eligible players that are 18 years or older, must sign the form to play on a Utah ASA Team. Junior Olympic players can participate with any number of teams prior to May 20th of each year but must comply with Article 18 after that. The maximum number of players permitted on a roster is 20, which includes all transfer players and pick up players. No Junior Olympic player may transfer to another team from 48 hours prior to the start of the State Accelerated Championship through August 17th of the current year. Beginning August 18, players may try out for different teams and can migrate from their current team’s roster. All players should have picture identification with them at all ASA events. Once a player and/or parent have signed the official roster form, the only person who can release the player is the Head Coach/Team Administrator.

A players can register for ASA and be assigned to a team, but until she registers and signs in at a qualifier she is not redlined to a team.

So, do you have to use the pick up player form after August 18 when you pick up ASA registered players who are not on your roster?
Pick-up player form is used for championship play - typically Nationals. Players are normally free to change teams after championship play concludes and Utah's Article 14 apparently does that with a fixed date.

Beginning August 18, players may try out for different teams and can migrate from their current team’s roster.

Teams should be able to simply add players to their roster.

It's the start of the new season here. I just added someone to my ASA roster that was affiliated with another team from summer. No issues in doing so via registerasa.com

Hopefully it is that easy.
