23.8 isnt bad actually with wrapper on. As long as they can keep them .4 to .8 its a win for them.
Now, again, diff batches have been known to get a little more lax in weights as they go along producing

I have weighed with wrapper on and wrapper off new bats. Wrapper is usually 0.25oz. So subtract that from your total.

Just received our warranty replacement. The barrel on the 2024 - 30/19’s is smaller. However, the weight is much closed to sticker. The 2022 was 20 ounces.

32 / -10 comes in at 22.8 wrapper off.

I have weighed with wrapper on and wrapper off new bats. Wrapper is usually 0.25oz. So subtract that from your total.
