As a head coach I would want to be on the same page with one of my player's pitching instructor. Elbow up
If having the elbow up helps with load but that may be it. It must come down for an effective smooth swing so the hands get into the proper palm up palm down position and there isn't hump in the swing because of bad hand placement. It depends on your pitchers abilities if calling pitches is a good idea. But in general we don't have our pitchers go out and just throw strikes.
