Pitching Question: legal or not?

My daughter has been pitching the way I describe below without problem for a few years but I am being told this is illegal now.

Pitch starts with both hands together at the chest.
Hands separate and both go back behind the hips
Hands come forward then the step starts, the turn and then the rest of the pitch.
(hands never come back together)

Being told the glove cannot pass behind the hip.

I have seen instructional videos showing this method.

Is this now illegal? Has there been a change?

I am not aware of bringing the glove hand behind the hip being illegal, but not sure any advantage is gained by doing it. I would ask one of the pitching experts on here if it is a habit that needs to be broken now vs. later.

The pitcher must start (either take or simulate taking a sign) with hands apart when on the pitching plate. The ball can be either in the glove or the throwing hand at this point.
