That's not exact enough. The question should be precise. E.g. "did F3 pull her foot?", or "Did F3 miss the tag?". Hopefully one umpire will never go to another just because a coach thinks he missed a call.

Very true that a walk-fest benefits no one. However you simply can't call a pitch that hits home plate a strike. Maybe (wishful thinking) a walk-fest will motivate the pitcher (or her coach or her parents) to get better.
It absolutely can be obstruction if the throw carries the fielder into the runner's path.
Also intent doesn't matter, either the runner is impeded or she isn't.
