In an ideal world where batters were so good that pitch speed wouldn’t matter you would want all batters up on the box to take away as much movement on the ball as possible… but batters aren’t all the same size nor do they have the same reaction time, experience etc… they should setup in the box...
You have families that need it apply and have a small confidential group that reviews the application. You make the whole process confidential and stipulate up front what the criteria is (level of income etc) - people donating do not need to know which family was the beneficiary but entire org...
So long as organizations do nothing it will continue to happen… file assault charges, suspend the person for life from attending AND suspend their DD for at least a game if not longer…get extremely tough and it will stop…

I do this all the time and never had had any issues with umps. Not sure why they emphasize STARTING - I’ve never had to tell blue or other coach whom they are fielding for either unless you have them starting as pitcher or catcher as they need to know that

Depends on organizational rules - batter must make an attempt to get out of the way or the pitch will be called a ball (the batter won’t get called out as that coach screamed) - it is up to the blue to determine if an attempt was made or not- now way back when (I think back In 2012) this rule...
