My daughter sounds fairly similar to yours, strong and looks the part, and struggled early to find consistency. What has worked for her is to understand and then being able to feel and, through reps, replicate the sequence of individual motions and body positions that as grounded in the fundamentals as possible and that work for her body. For her, that meant much more lower body integration and consciously starting the pitching motion from the ground up, as she used to really muscle the ball with her upper body. She sucked for a while, as is typical when muscle memory is being broken down and rebuilt, but she stuck with it and is now a much better pitcher.

It sounds like your daughter has a lot of raw talent and physical gifts. Location may be an issue as long as she pitches, but the severity of her wildness right now suggests to me that there's something wrong with her mechanics. Like others have said, though, video would help.
