What is umpires responsibility to make a call on this?

Offense is running to a base,
Defensive player ball in glove,
Runner in motion as Arm/Hand coming forward reaches in glove and touches ball out of glove.

Or
Could be
Offensive Runner is running by the second baseman or shortstop fielding as ball gets in defenses glove, runner in motion Arm/Hand coming forward reaches in glove and touches ball out of glove.

No Collision occurs in either example, however ball does get dislodged.

Interference. Shouldn't be a difficult call to make when it is clearly intentional as described.

"Interference is an act (physical or verbal) by a member of the team at bat who illegally impedes, hinders, or confuses any fielder or when a runner created malicious contact with any fielder with or without the the ball, in or out of the baseline. "

I believe that Derek Jeter got called for this for yelling hey at the SS on a pop fly while running from second to third.

Some training will show runners running a foot or two in front of the defender and getting called for it.

I believe that Derek Jeter got called for this for yelling hey at the SS on a pop fly while running from second to third.

I dislike the Yankees as much as the next guy, but you may be conflating a few things here, and disparaging Jeter who doesn't deserve it.

1) It was Alex Rodriguez who in a May 2007 game against Toronto yelled at the SS, causing the ball to drop - but he was not called for it (though you can argue he certainly should have been, and he was trolled mercilessly for it).

2) Alex Rodriguez WAS famously called out in the 2004 ALCS for slapping the ball out of Arroyo's glove on his way to first base.

Also, non-collision interference calls are very tough. Just running in front of the fielder isn't always enough. USA has a case play stating that a runner who simply runs in front of a fielder and jumps over the ball shall not be called out for interference (visual distraction) for the mere act of jumping over the ball.

This explanation doesn't explicitly state it, but you can only have interference here if the runner is actually moving to get in front of a thrown ball.

IF the runner takes an unusual path and there is no throw, there is also no interference. If the catcher decides to throw it at the runner's back after the runner has made her move, there should be no interference (again, assuming that the path she's taking can actually get her toward the base).
