Extend home run fences to 220' minimum with a minimum height of 8'.
Allow leaping but not replanting.
Slappers making contact with ball with a foot out of the batter's box must be a point of emphasis.
Make elbow guards illegal. Batters are using them as a means to get on base. Either that or a batter must make an attempt to get out of the way of a pitched ball.
Eliminate the verbals/offers until August 1 before senior year of HS, with official visits mandatory.
Allow college coaches to contact players starting Septimber 1 of Freshman year. It will not hurt anything.
Eliminate contact "Dead Periods".

Best way to improve softball in the upper Midwest?

Shorter winters. Global warming is much too slow, and seems to only warm up places like California, Alaska and Europe. Meanwhile the upper Midwest gets all the cold air in the planet.
