Black Dot Right Side???

Does anyone else have a black dot on the right side of their screen? If you are equal to or below that dot, your hyperlinks do not work. Also, that black dot seems to have a hyperlink. Is this a virus?

Soooo? Now dfp has pop up ads that cant be turned off on cel phone .
And its annoyingly in the way and kind of a deterrent to using the form.
