I'm coming full circle on this. Almost every really good pitcher throws bullet spin. This, despite almost no pitching coaches teaching bullet spin. I'm wondering if they would be better had we just taught them bullet spin from the beginning.

A lot of people make the comment "70 is the new 60". With the increased training, more friendly pitching rules, and how big these kids get, it makes sense.

You don't. What I think you can do, is make sure they get plenty of pitching reps in. Even pitchers with bad mechanics can learn to throw strikes with plenty of practice. Maybe pitchers and catchers come one hour before practice.
