So tall pitchers or pitchers who have a strong push off would be penalized because they wind up out of the circle? How long the stride is is not indicative of a crow hop. Sounds like you are newer, you will eventually recognize a crow hop.

Assuming a rule of "stay inside the circle", I just see an unambiguous standard, not a penalty applied to tall pitchers. Heck, Barnhill used to clear the circle or almost clear the circle with her replant.

That was my thought too. If it needs to be 9', as some kind of compromise, fine. But if outside the circle, illegal pitch. It's no different than a slap hitter (regardless of how tall/long their legs are) needing to stay inside the batters box.

Maybe they should measure the inseam of all the pitchers and give them each an individualized Circle diameter. They'll have to put different colored Circle/rings for each different inseam around the pitching plate.

Yeah that's it cleats that light up!

If the drag foot comes off the ground a light will Flash that will let the batter know you can hit this and even if you get out you can do a do-over because it was an illegal pitch.
Plus will alert the umpire.
