I just bought a 2019 31/21 C1 for my 9 YO (70 or so lbs) DD after she broke her SECOND replacement Marucci. Hasn't arrived yet but once it does we will be deciding between that and her (used) 31/21 Easton Mako for her game bat. She likes the old Mako so we will see.

My daughter needs to hit the weight room. She’s 86lbs and fit looking. She only swings a 30/19 or a 29/18 when she faces faster pitchers.

That's normal for a girl that size, give her time to grow into it. Also some hitters prefer the lighter feel even though they can swing heavier. Plus I've read in several places on here now girls demoing PC's at 32/22 and 33/23, and inch less and 1+ oz's lighter then their game bat and achieving greater exit speeds. Bat weight isn't everything, look at Gwynn

Everybody is different. If that is what she is comfortable with than it is perfect for her.

The ones dropping down prob weren't ready for their current bat being a little overweight, so the lighter bat
is more fitting for them more than likely

The 32/21 2018 PC feels majorly balanced and light compared to the 32/22 Ghost

It should...the PC is close to sticker weight and the Ghost is typically quite a bit over.
